Xbox Disc-to-Digital Program Currently Does Not Support Square Enix Games

Square Enix is currently not participating in Xbox’s disc-to-digital program, with several Final Fantasy games confirmed as incompatible with the feature. Users attempting to convert physical copies of the affected games are met with the message “Digital license unavailable,” followed by “This game is not participating in digital licensing.”
The currently confirmed Final Fantasy titles that do not work with the disc-to-digital feature are:
Crisis Core – Final Fantasy VII – Reunion
Final Fantasy Type-0 HD
Final Fantasy X / X-2 HD Remaster
Final Fantasy XII The Zodiac Age
Final Fantasy XV
Stranger of Paradise: Final Fantasy Origin
World of Final Fantasy Maxima
Xbox users who have tested the feature have documented the results on Reddit, and websites like xct.live.
Square Enix has not made an official statement regarding its participation in Xbox’s disc-to-digital program or why these games are currently unavailable. However, the feature is still in beta and is being tested through the Xbox Insider Program, so the list of supported games may change as testing continues. Microsoft has announced that thousands of titles are planned for the program.
